    In July 1994, the Senate and House of Representatives of the Philippine Congress passed the "Anti-Sexual Harassment Act of 1995" declaring acts of sexual harassment against women and men unlawful in the workplace, in schools and training institutions. Pursuant to Section 4 (a) of Republic Act No. 7877, the Board of Regents of the University of the Philippines System promulgated rules and regulations prescribing the procedures for the administrative investigation, prosecution and adjudication of sexual harassment cases through the Implementing Rules and Regulations of the Anti-Sexual Harassment Act 1995 University of the Philippines. Section 7 of this IRR ordered the creation of a Sexual Harassment Office in each of the autonomous campus of the University under the office of the Chancellor.

    In 1998, then Chancellor Perla Santos Ocampo constituted the Office for Anti-Sexual Harassment (Administrative Order No. 98-61) with Dr. Zorayda Leopando (Department of Family Medicine) as Coordinator and Dr. Betty Dy-Mancao (Department of Rehabilitation Medicine) as Assistant Coordinator. Other members were Dr. Bernadette Madrid (Department of Pediatrics), Prof. Ma. Estela Layug (College of Nursing), Mr. Leo Capeding (Office of Student Affairs), and Mr. Rainier Escalada (University Student Council Chairperson).

    The 3-year term of Dr. Leopando was extended for another year. In October 2001 Chancellor Alfredo Ramirez appointed Dr. Betty Dy-Mancao as Coordinator and Dr. Alpha Paradela (Department of Psychiatry) as Assistant Coordinator (Administrative Order No. 01-01-129). Other appointed members of OASH are Dr. Bernadette Madrid (Child Protection Unit), Atty. Elizabeth Pulumbarit (UPM Legal Office), and Prof. Donna Aelred Bautista (Center for Gender and Women Studies). To further comply with the IRR, Ms. Belinda Jubilo-Santos (employee representative) and Mr. Jason Francis Roxas (student representative) were added as members.

    In 2003, Chancellor Marita Reyes reappoint Dr. Betty Dy-Mancao as Coordinator. Vice Chancellor Roland Simbulan as the chair and the other appointed members are Dr. June Caridad-Pagaduan Lopez (CGWS), Atty. Elizabeth Pulumbarit (UPM Legal Office), Prof. Donna Aelred-Bautista (faculty representative) and Ms. Jacqueline Anne Del Castillo (Student Representative) Prof. Odessa Joson later on took the place of Prof. Bautista as Faculty representative.

    The University Center for Women's Studies organized two workshops to strengthen the Anti-Sexual Harassment Offices of UP. In May 31, 2001 there was a "Review of the Implementation of the University of the Philippines Implementing Rules and Regulations (IRR) of the Anti-Sexual Harassment Act of 1995 held in UP Diliman. Another was held at the UCWS Conference Room in August 30-31, 2001 entitled "Planning and Counseling Workshop for Anti-Sexual Harassment Officers/Coordinators and Counselors". In October 2002, Dr. Anselmo Tronco of the Department of Psychiatry, with Atty. Zaldy Docena of UPM Legal Office, conducted a "Paralegal and Counseling Training" for the OASH members, Women's Desk, and OSA Counselor. It was held in Dumaguete City.

    To date, the OASH has received seven complaints of sexual harassment in the University of the Philippines Manila.
