Vienna Declaration and Programme of Action stresses that "all forms of sexual harassment are incomparable with the dignity and worth of the human person and must be eliminated by legal measures and national action." (taken from CSC Resolution #01-0940), thus; the Philippine Congress enacted on February 14, 1995 the Republic Act 7877 otherwise known as the "Anti-Sexual Harassment Act of 1995", an Act declaring sexual harassment unlawful in the employment, education or training environment and for other purposes which took effect on March 5, 1995.
As stated in RA 7877 Section 4 that Employer or Head of Offices has a duty to (a) promulgate rules and regulations in consultation with and jointly approved by the employees or students or trainees, through their duly designated representatives, prescribing procedure for the investigation of sexual harassment cases and the administrative sanction thereof and (b) create a committee on decorum and investigation of cases on sexual harassment; the University of the Philippines in affirmation of the declaration of policy, created the UP-OSU Memorandum No. 98-17: Implementing Rules and Regulations of the Anti-Sexual Harassment Act of 1995 or known as the UPIRR.
In its commitment to provide a secure and conducive learning and working environment for students, faculty members and employees free from sexual harassment and all forms of sexual intimidation and exploitation, the University System constituted an Office in each respective campuses that will respond to issues pertaining sexual harassment; thus, calling it as Office of Anti-Sexual Harassment.
